Can bipartisanship emerge in Washington?

After months of staunch opposition to President Barack Obama’s agenda from the Republican Party, five GOP senators broke ranks Monday to support a $15 billion jobs-creation bill proposed by Democrats. The vote on jobs legislation came as Mr. Obama plans to meet later this week with Republicans on his scaled-down proposals for health-care reform.
